The main dumping ground for all the trash and gunk from the sewer system, the enviroment here is so toxic from all the waste and garbage that occasionally people that wander in come out with super powers maan~! At least, that's what the rumors say. It is more accurate to say that the foul fumes of the place have psychadelic properties, so enter at your own risk!
